In the S.P. Korolev’s Rocket and Space Corporation Energia
the Chief Designer Counsel meeting on the Russian Segment
of International Space Station (ISS RS) was held.
The Counsel meeting was held under the direction of Yu.P.
Semenov, Chairman of Counsel of Chief Designers, Technical
Manager of Russian Manned Programs, General Designer, Academician
of Russian Academy of Science.

On the meeting Yu.I. Grigoriev, Deputy of General Designer
of the S.P. Korolev’s RSC Energia, made a report on the
results of ISS manned flight for the period since April
2002 up to now (completion of the fourth main crew flight
(ISS-4); implementation of the visiting crew (VC-3) flight
program; the fifth main crew flight (ISS-5)), the station
status and launch preparation for the first modified cargo
manned spacecraft Soyuz TMA-1, which was manufactured under
the contract with NASA and as a government work in 1996-2002.

The chief designers, representatives of enterprises introducing
and manufacturing the systems made the reports on manned
spacecraft launch readiness and ISS status as a whole.

P.I. Klimuk, colonel-general, Head of the Yu.A. Gagarin’s
Cosmonaut Training Center, and V.M. Baranov, First Deputy
Director of the Institute of Biomedical Problems, and V.A.
Soloviev, space pilot, Head of Main Operational Management
Group (GOGU), made the reports and announcements regarding
the VC-4 crew flight readiness; the ISS-5/VC-4 crew health
status; the ISS flight progress and flight control documentation
readiness; readiness of the Main Operational Management
Group and crews for activity on the Soyuz TMA-1 spacecraft
docking.

The main crew of VC-4 flight to be launched to the ISS with
the Soyuz TMA-1 spacecraft is prepared for flight and consists
of the Russian cosmonauts : S.V. Zaletin (commander) and
Yu.V. Lonchakov (2nd pilot, onboard engineer) and astronaut
from European Space Agency (ESA), Belgian citizen: F. De
Winne (onboard engineer).

A.T. Goriachenkov, Deputy Director of TsNIIMASH, reported
on the Soyuz TMA-1 manned spacecraft readiness for launch.

Studied the ISS technical status; the Soyuz TMA-1 manned
spacecraft readiness status; the Soyuz-FG launch vehicle
preparation process; the Russian/American ground flight
control/processing facility personnel readiness; the ISS-5/VC-4
crew readiness for the station/spacecraft flight program
realization; as well as taking into consideration the positive
decisions on readiness for operation of the spacecraft and
ISS as a whole the Counsel of Chief Designers came to a
conclusion to approve the following:

testing results and plan of forthcoming activity on preparation
for launch of the Soyuz TMA-1 manned spacecraft on October
28, 2002 to perform a scheduled replacement of Soyuz TM-34
spacecraft at the station and realize the VC-4 flight;

program of VC-4 flight realization with duration of 10
days and nights providing for the performance of experiments
and analysis developed by the scientists of Russia and ESA
member-countries.

Noticed the extremely difficult state of government financing
for further activity on the ISS Project the Counsel of Chief
Designers charged the S.P. Korolev’s RSC Energia to apply
on behalf of the Counsel to the Russian Federation superior
bodies in order to clarify them the ISS activity status
and need to make a decision on its further flight program
in the nearest future.

On the Counsel’s meeting the representatives of Rosaviacosmos,
NASA, ESA, space enterprises and entities participating
in the project realization took part.
