The State Department’s export licensing program may improve as a result of process changes and two treaties currently being considered by the Bush administration and the U.S. Congress, industry sources said. The Senate, which must ratify them, has received two draft treaties from the White House, one with Australia and one with Britain, that would reduce the burden of the licensing process on those close allies.
Telesat Canada’s owner, BCE Inc., is committed to selling up to 49 percent of the company through an initial stock offering this year and will not slow that process in light of the Canadian government’s decision to license up to 29 new satellite orbital positions, BCE officials said.
The new publicly traded stock in Hughes Communications Inc., the dominant player in the business of providing corporate communications networks via satellite, broke the $40-a-share barrier last week, another milestone in a month of change that also brought a transition to a new brand name and the company’s application for U.S. government approval of satellite frequencies and an orbital slot that are vital to its future.
A bill appropriating $16.5 billion for NASA in 2006 was approved by the U.S. House of Representatives June 16 with policy language urging the State Department to come up with a plan to improve its export licensing process, a goal the aerospace industry has pursued for six years.
