NASA Shared Services Center Executive Director Richard E. Arbuthnot announced the selection of Joyce M. Short as the organization’s deputy executive director. Short is currently the director of the service delivery directorate and will continue managing in this capacity in addition to her new responsibilities.
Short will assist Arbuthnot in managing the roles and responsibilities and the integration of the three components of the shared services center: Service Delivery, Business and Administration, and Customer Satisfaction and Communication. Short will continue managing Service Delivery Operations, where she is responsible for the leadership, oversight, and integration of the Financial Management, Human Resources, Information Technology, and Procurement services.
Short earned a bachelor’s degree in business from Indiana Wesleyan, Indianapolis, Ind. Her studies also include advanced coursework in law and public affairs at Indiana University, Indianapolis.
Prior to joining NASA in 2005, she was the director of the Human Resources Shared Service Center, Defense Finance and Accounting Service, providing a full range of human resources products and services for more than 24,000 employees in seven Defense Department agencies.
Short spent 15 years with the Defense Finance and Accounting Service (DFAS), formerly known as the U.S. Army Finance Center, where she held a variety of increasingly responsible leadership positions including, Deputy Human Resources Officer; Chief, Recruitment and Placement; Chief, Staffing and Employment; and Human Resources Information Systems Manager.
Short has received numerous performance awards for establishing a new automated personnel system, Agency usability lab, and Human Resources Internet portal.
In October, 2003, the portal Short set up was the third place winner in the Plumtree Portal’s Killer Application Contest. In March, 2004, the DFAS Human Resources Internet portal was named one of the top 10 international Government Intranet Sites by the Nielsen Norman Group, based on the quality and usability of the HR intranet. In April 2005 Short was named an Accenture and MIT Federal Agent of Change.
