NASA today announced the release of the Technology Transfer Transformation Request for Proposals (RFP). This solicitation is part of NASA’s transformation of its technology transfer program that began in the summer of 2004.
The RFP addresses and implements several recommendations made by the National Academy for Public Administration after a year-long independent review of the Agency’s technology transfer program.
The mission of the Technology Transfer program is to develop partnerships that advance NASA’s mission goals and supports the agency’s Vision for Space Exploration. These partnerships engage industry, other Government laboratories and academia. The intent of these partnerships is to obtain needed technologies for NASA missions and programs, and make available to American industry those technologies developed and/or owned by NASA.
The RFP is for a two-year base period of performance and allows for three optional years. It covers support by a central contractor and will replace the current network of regional technology transfer centers.
The RFP includes six technology program specific tasks and requires the successful bidder to support both the NASA Headquarters program office and the technology transfer offices at each of the ten NASA field centers.
The Exploration Systems Mission Directorate’s Innovative Partnerships Program Office developed the solicitation and will manage the procurement. The RFP follows a Request for Information, a release for public review of the Statement of Work, and a draft RFP, from which the final RFP was drafted.
Respondents have 45 days to respond. They must also submit a past performance volume within 22 days. The full RFP is posted at the NASA Procurement Portal on the Internet at:
