On June 28, 2001, a criminal complaint and summons was issued for
Lester K. Wall III, President and Chief Executive Officer of Systems
Technologies & Resources, Inc., Columbia, Maryland, a NASA contractor,
for violating Section 1343, Title 18, United States Code, Wire Fraud.

Wall’s company received money from NASA to build a cart to transport
large model aircraft to wind tunnels at NASA’s Langley Research Center.
The complaint alleges that Wall did not pay his subcontractors for work
they performed on this task. Instead, Wall allegedly deposited the
money in his personal bank account and used it to purchase a motor
vehicle.

Initial appearance for Wall is scheduled on July 12, 2001, in the
United States District Court, Eastern District of Virginia, Newport
News, Virginia. If convicted, Wall faces a maximum prison sentence of
15 years on three counts of wire fraud.

Special Agents from the NASA Office of Inspector General, Office of
Criminal Investigations and the Federal Bureau of Investigation
conducted the investigation. Assistant United States Attorney, Raymond
Patricco, Eastern District of Virginia (757) 441-6331, will handle the
prosecution.
