NASA/ARC has a requirement for a space-qualified solid rocket motor, with a history of prior space flight use, suitable for providing a braking impulse to a small lunar spacecraft. The rocket motor will impart a 2500 meter/sec velocity change to a 60 kg spacecraft. The rocket motor will have a total wet mass of no more than 140 kg, and a thrust of no less than 15,000 Newtons. The rocket motor will be available for launch no later than May 2008.

NASA/ARC intends to purchase the items from Alliant Techsystems (ATK), Inc.

ATK is the only company in the United States which makes space-qualified solid rocket motors of the required size. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 8, 2006.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
