Upside-Down on ISS
In the automobile sales business, it often happens that a customer discovers to his dismay that the value of his old car, which he once earnestly desired but now no longer wants, is much less than what he still owes on it. The customer is then said to be “upside-down.”
One might therefore say that with respect to the international space station (ISS), the United States is “upside-down.”
