L-3 Communications announced today that its wholly owned Storm Control Systems Ltd
(L-3 Storm) subsidiary has signed a contract with Astrium valued at
over $7.5 million (GBP4.5 million) to supply satellite command and
control software for use in the Skynet 4 and Skynet 5 Satellite
Control Centres (SCC).

The software is being developed using L-3 Storm’s latest
integrated suite of products, InControl-NextGeneration(TM)
(InControl-NG), a robust system that leverages many years of
operational satellite support. InControl-NG will support the launch
and early orbit phase for Skynet 5 and the on-station operations for
both Skynet 4 and Skynet 5.

L-3 Storm will provide the software for a number of SCCs at
locations in the United Kingdom. The software will be configured to
provide support for control centres for the existing Skynet 4 and the
new Skynet 5 system. The Skynet 4 system currently provides secure
communications for the UK’s armed forces, and Skynet 5 will
significantly expand this role.

Key features of the software include routine satellite fleet and
ground station control, use of flexible open system standards, such as
CORBA, Java and UNIX, and single or multiple operator control of
multiple entities. Archiving, archive retrieval and data analysis are
also integrated within the functionality of the InControl-NG software
suite.

Skynet services are to be taken over from the UK Ministry of
Defence by Paradigm Secure Communications. Building on Skynet 4’s
existing telecommunications capabilities, Skynet 5 will deliver a
secure global communications infrastructure. The program will provide
a range of services, which will be used by the UK’s armed forces,
government departments and other agencies and organizations that
require secure communications. These services will also be available
to approved defense and other governmental users from overseas
countries and multinational organizations.

The SCC program is being led by L-3 Storm Control Systems Ltd,
based in Basingstoke, to the west of London, England. L-3 Storm offers
end-to-end solutions for spacecraft command and control, payload
processing, satellite integration, network management and remote
equipment control. L-3 Storm solutions are characterized by the
ability of a single system to control constellations comprised of
several different types and models of spacecraft. Customers include
the U.S. Air Force, Boeing Satellite Systems, DigitalGlobe, Inmarsat,
Raytheon, several Lockheed Martin divisions, Space Systems/Loral, TRW,
