NASA/KSC is seeking potential sources to perform Payload Ground Operations at the Kennedy Space Center. The effort will consist of non-personal technical and management services in support of payload processing requirements, from planning through payload receipt, processing, vehicle integration, launch and post flight (landing) activities. The major elements of the Statement of Work are to-be-defined (TBD), but will likely include: Host role (ensuring facilities are ready and able to support payload processing); International Space Station (ISS) element processing (includes integrated testing, logistics module return/resupply and experiment utilization activities); Logistics (for ISS, payload customers, ground systems and facilities); Payload integration with Shuttle vehicle; Payload transport services; Launch and landing support; De-integration activities; Operations and Maintenance (O&M) of ground systems (checkout systems, handling, test equipment and facility systems); Information Technology (IT) support (workstations and payload data management systems); Program support; Personnel training and certification; Safety and Mission Assurance (S&MA); and Manifest support. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the Commerce Business Daily (CBD) and on the NASA Acquisition Internet Service (NAIS).

It is the responsibility of potential offerors to monitor these sites for the release of additional information pertaining to this synopsis. Potential offerors are asked to submit a statement of interest to the contracting officer listed below. The statement must include the following: Name and address of the firm; average annual revenue for the past 3 years and number of employees; ownership; size of business (large, small, small-disadvantaged, 8(a), HUBZone, Veteran-owned, and/or woman-owned); and number of years in business. Additionally, indicate if your interest is directed at the potential prime contract or subcontract level. If your interest is directed at the subcontract level, please list the skills or technical areas of expertise your firm could offer. DO NOT SUBMIT ANY PROPRIETARY INFORMATION.

The statement of interest is due by 4:00 pm, KSC local time on February 1, 2001, to the Contracting Officer listed below. This procurement is anticipated to be conducted under full and open competition as set forth in FAR 6.1. The applicable North American Industry Classification System (NAICS) code is 541710 with a size standard of 1000 employees. The period of performance is TBD. This requirement is subject to the Service Contract Act of 1965, with the primary place of performance at Kennedy Space Center, Florida. NASA/KSC may conduct one-on-one discussions with potential offerors at a later date. Potential offerors may indicate their interest in having a one-on-one discussion opportunity, in their statement of intent.
